what to look for in a used 03 996 Turbo?
The brakes and tires are not covered under the CPO warrenty. But, they are covered under the CPO inspection to receive the warrenty. Which will stop it from being CPO'd, along with about 100 other points of inspection, if it does not meet the standards. Remeber, Porsche will inspect the crap out of this thing because they don't want to have to warrenty anything.

The CPO is a combination 'seal of approval' and 'make sure there is nothing wrong that porsche will get stuck paying for'.
Really the ONLY value to the CPO **IS** the extended warranty- NOBODY should fully trust a dealer to do an inspection. (A PPI/CPO when you've fully engaged their attention and they know their butt is on the line is different than their 'throwing a CPO insepction onto a car to move a used vehicle'...IMHO)
Plenty of ways to "certify" a car, but without the extended warranty to back it up, why would a buyer care? Kind of a Carmax-like model
