flashing lights is a violation in Cleveland

Its been completely ilegal here for a long time, and it gets the cops really mad , but some good smaritans still keep doing it and saved my butt a few times...

Thats why sportbike riders don't flash their lights at other fellow riders anymore when we cross each other on the road and we now mostly salute with the "V" sign, and I leave the flashig to warn other bikers or cars of cops

 

Doesn't Tom Cruise have a movie out about arresting people for crimes they would commit except they get arrested before they can commit them?

This Cleveland, and your area situation sounds like the usual routine of Cops giving out tickets to gain $$$$ for the city, county, state, etc. Has noting to do with stopping people from speeding, has all to do with commerce.

I think there was a City somehwre (maybe more than one ) that either arrested or issued citations to "good samaritans" that put coins in starnger expired parking meters. Has nothing to do with the 5 cents per hour they charge to park there, it has all to do with catching you and charging $45 for expired time.
