Ill be picking up plates for my new to me pcar in the next few days. The pcar has been parked at a storage facility and I want to be ready when I head over there to pick it up hence the questions:
how do I mount the front plate? the car has the front plate holder in the trunk but no hardware or instructions... is there something behind the bumper to screw into or will I need self tapping screws? I need to know what hardware to pick up so I can drive it home. NYC is very strict and I have a bit of a drive to get it home...

Do you already have the 2 mounting holes in the front bumper? If not I would recommend getting the frame that uses the tow hook hole... no need to drill holes into your sports car.
Search the parts for sale section for 'front plate mount' or similar. some guy is always selling them.

on my 2003, there is a plate holder, 2 mounting "squares", and 2 screws. there are 2 small square holes in the front of the bumper also.
you put the mounting squares in the holes (they are labeled left and right), and then put the plate holder on there, and then drive in the screws through the holder into the squares.
when the screws go through the squares, they open up fingers that grip the bumper.
if you are missing the squares, you won't be able to use the holder. if that's the case, take a bunch of duct tape and tie wraps and just figure out a way to secure it temporarily until you get the car home.
even when you have all the hardware in good condition, i didn't find it to be a very secure mounting, so I cut down the tabs on the mounting squares and used bolts, washers, and nuts to get it nice and secure. of course, i had the bumper off to do that.

JCS (out of NJ) has a nice tow hook front plate kit for under $40. Search on JCS and front plate. Even if you use the Porsche OE front bumper kit correctly, the bumper cover still gets scars, but then that doesn't bother many, tho, and some prefer to have the plate centered.
