Hazard lights don't work?

I just took my gauge cluster out to put in new gauge faces and paint the surround, when I put it back together my hazard lights are not working. They just light up solid on the dash and make a constant buzz instead of the normal clicking. Any ideas?

Check the relay in the fuse box.
