Spend on wheels or ECU?

To do ECU you MUST also add an upgraded exhaust, and ideally an air filter (or aftermarket airbox) and some diverter valves...This already brings the total to be closer to the 7-8K region. Longe-term, how much power do you want to be making? If you are thinking north of 580-600 HP, then wait until aftermarket VTG turbos are out (few tuners working on that) and avoid being the first to do such mods (who wants to be a guinea pig after all?)

Thus, I would do the wheels for now

Exhaust is already done. I don't want major engine modifications, thus I can do without new turbos, etc. I could never use that kind of power anyway. Since I had the ECU upgrade on my 996TT and loved it I figured it is a logical step for me.

For the 997TT ?

I wasn't aware of any significant HP gain with an airfilter, let alone the need for replacing the DVs. Exhaust, sure...less backpressure and lower temps.

Our cars do not have DVs in the sense that the 996TT had them. They are built in to the turbos and cast into the housing. It is now just a spring and diaphragm and plate

Wheels first! on my first 997tt i did the EVT610 but on the second one i did the wheels first and im alot happier with the wheels.. not that im not going do the same evo kit on this one

wheels wheels wheels, no question about it.

unless you plan on tracking the car (the TT is already an amazing car). I have and will make wheels my first mod.

Wheels will start to personalize the car to your style. Next time you look around and see another TT, hey is that mine, hmmm not sure, but you should see the ECU.

Wheels and suspension - even if you don't lower it. It is a great upgrade.
