It's the period of day called "afterlight". It's about a 15 minute window of time shortly after the sun drops below the horizon. City lights, street lights, and most other lights come on because it's starting to get dark, but the skies still a bit blue because the sun just went down.

Use a slightly longer exposure and bam....blue sky at night.

 

I use it every night after work and all weekend... of course it's never seen rain, but I try to use it as often as possible.
