Thus I doubt they had access to the 599.
The 430 is a 2005 car. Why would it be included for COTY 2007?
BTW,I find it amazing that the Veyron came in fourth.
By any measure, the car is far superior to any on the list.

I know a guy who was invited and participated in Napa Valley. Apparently a LS460 was part of the group but it broke down.
The Veyron while it has high top speed, was judged by many as a 'pig' as far as sports car handling is concerned. Not very practical either, having to get new tires and wheels every few thousand miles (new wheels every 5k if memory serves me right as they can't handle the stress).
Based on the pictures, it looks like they had lots of fun though.

I'm pretty sure they purposely don't put cars that made the list last year on the new list. I know the Ferrari 430 spider was number 1 last year and Aston Martin Vantage was tied with something else for 2nd. Corvette z06 was on there as well.
