Will the OEM 997 tt wheels fit a C2S?

yes, many people have the TT wheels on there C2S

rear wheel offset difference of stock C2S is 67 mm and TT is 51 mm. Does that mean the wheel will stickout 16mm more on C2S?

Porsche has designed the TT style wheels with two different offsets for the rear of the 997. 51 offset for the wide-bodied and 67 offset for the narrow-bodied cars. The same goes for the Carrera Classics, Carrera "S" and the GT3/GT3RS wheels. The fronts use a 57 offset for both wide-bodied and narrow-bodied cars.
