More informed people than me have ruled they are both to blame and should be punished equally.

Magnussen is obviously a great driver, but Bergmeister is and has been superior for a number of years and is well regarded as both fair and a gentleman. After watching the end of the race a dozen times in real time and slow motion that was no "gentle tap" from Magnussen but clearly an atempt to spin out Bergmeister. Riding Jan to the wall could be deemed "inadvertent" as Jorg was trying to regain control of the #45 (although I'm sure it was intentional). What was really clever was when Jorg could not get by he then fell back and bumped the right rear of the vette to spin him; you can see Jorg immediately applying the brakes at the moment of impact, before Jan spun, to avoid running into him. The IMSA officials are as ***** as they come - but the rough driving (Mags) and retaliation (Jorg) penalties are probably correct.
For the Vette lovers on other forums who are writing about next year and 'what goes around comes around', it already has; Jan tried to knock out Jorg and failed, Jorg retaliated and was successful.
