Is this what your engine bay looks like?

So recently i had the dealer fix the waterpump in my car.
I noticed that this is what my engine bay looks like now. This is the picture from the left corner of the bay

Is this normal for this wire to be exposed in this fashion?

I know that it needs a cleaning right now. Also, the dealer did not clean the frayed parts from the serpentine belt in the bay. Are those a fire hazard by any chance?

That's the emergency release for the engine bay. It is usually taped down in in the recessed area behind the tail light.

I don't think the frayed bits of the belt are a fire hazzard but a dirty engine bay is hazardous to your status as a member in good standing of this forum.
As for the wire you need to remove the driver side trailight and fish the wire into the tailight recess from the engine bay and through the hole in the bottom of the recess on the side closest to the engine. It will make more sense to you after you take the taillight out. The two screws you see at the right inside edge of the taillight are the only fasteners that need to be removed, or loosen, to take the taillight out. Once fished into this area, coil up the remaining wire anstype to the bottom left edge of the recess before you replace the taillight.
