I understand the 7.5 ft/lb but what is the 4ft/lb , do u torque to 7.5, reset wrench to 4ft or is it just 7.5 plus 4 = 11ft/lb

I read it to be a range, 7.5 to 11.5 ft-lbs. It is odd they way they wrote it. I'm used to seeing 9.5 ft-lbs +/- 2 ft-lbs.

I think ill just setit for 9lb and see how it "feels"
