my 997.2 has the exact same problem. New pads and resurfaced rotors front and rear, brake fluid flushed numerous times so definitely no air and fresh fluid. Tires are p zeros with about 8k miles. Alignment also done recently.
can hit brakes hard enough to engage abs but car stops like a train. Pedal feels a bit spongy on the first attempt but then firms up.
it could be either brake master cylinder, brake booster or some vacuum issue or bad vacuum pump?
anyone have any ideas on how to troubleshoot this?

Firm brake and no brakes, my guess the problem is the brake booster.
