Heat bleeding through air vents

My '07 V8V has hot air coming through the dash vents. System is off and says "Off", temperature is at minimum but air still comes out of the vents, more as I drive faster. I can stop it by pressing the recirculate button. With the A/C on, air coming out of the vents is cold until the car starts to warm up to operating temperature then the air starts to feel not so cold. I've searched the repair manual but it doesn't say much about this or it does and I just don't get it.
Is there some kind of heater control valve that prevents hot coolant from circulating through the air cooling/heating system? I don't have problems with the floor/dash/windshield air direction. I'm thinking of hunting for a disconnected vacuum hose or something but I don't really know what I'm looking for.
Can anyone shed some light on this?
