Sport Pack Wheel Crazing?

So I picked up my '07 DB9 a little over a year ago and the PO mentioned that he had the Sport Pack wheels refinished... In certain lighting, all four wheels look like this, on every spoke:

I don't believe there are any issues with the wheels themselves and the crazing cannot be felt, nor removed w/ rubbing compound, etc. The clear coat seems to be cracking underneath where it meets the wheel, not on the surface. My question is whether or not the Sport Pack wheels were originally clear coated or if it was just a poor refinishing job, which wouldn't surprise me.

I assume a new refinish job would fix the issue?

Thanks.

Yes, they were originally cleared from the factory. I've never seen any checked like that though. You might think the refinish coat is not compatible with the original, but I wouldn't rule out they were refinished twice and that's a refinish coat underneath that is crazing.
