It's hard to imagine this being anything but lip service, at least for the stated target dates.
In my opinion this is just more delusional thinking along the lines of "we must ban fossil fuels by [insert chosen date in the near future]". I'm no energy expert, just a layman with a science background and an eye on real world practicality, the former quality shared with most politicians but the latter two not shared, I fear. I am not arguing that we stick our heads in the sand and pretend that fossil fuels won't run out one day (and I'm not even going to go near the whole 'climate change' thing). But none of the so-called (and I use that term deliberately) green energy technologies is ready for prime time. By prime time I mean able to reliably satisfy baseline electricity demands 24/7 and cover surges in demand/peak demand. Except nuclear, that is, but we mustn't talk about that, it's a dirty word, never mind that the data show it has the lowest mortality rate per unit power generated than pretty much any other current technology. Same applies to ICE versus electric. As it stands, electric vehicles are still mainly status symbols, feel good symbols or ways to virtue signal for wealthy people. If you can afford an electric car and don't fall into one of those categories i.e. truly enjoy it for what it is, or drive it simply because you believe it is a superior form of transportation, good for you, but that is not my point.
Anyway, for me the enjoyment of a car beyond its use as a purely functional appliance is inextricably linked to the ICE. Take away the ICE and then the car becomes about as interesting to me as a refrigerator or a dishwasher.

There's way to many people that will fight that till the end. I could be wrong but there is definitely not the infrastructure to support 100% electric energy along with cars, heavy equipment and trucking. And if that means fuel that was $4.50 gal 10 years ago is gonna be around $2.50 then my dream is coming true. I was born to burn-up as much fossil fuel as possible to not allow future generations to enjoy it!
energy storage is the problem... battery technology needs to be improved, then energy production needs to ramp up to meet the potential demand...
fortunately, likely will never happen in my lifetime and I will continue to pay to drive ICE cars...
I love the smell of high octane motor fuels burning in the morning... smells like... fun...
