Manufactures Certificate of Origin v State Cerificate of Title
I purchased my Vantage in Pa. and I got the same document. Turned it in Illinois and received an Illinois title a month or so later. No problems at all.

According to the AAMVA website, It appears the original dealer or the original point of sale may be able to provide an answer regarding the status of the document in question...

Sorry, but it does not read that way, there is no answer for the original dealer or the original point of sale to provide, it clearly states that the document is surrendered to the jurisdiction providing the jurisdictional title, and once said jurisdictional title is issued, the document you are seeking is no longer available, as it has been surrendered and is gone.
"Upon the retail sale of the vehicle, the document is surrendered for the issuance of a jurisdiction title."
"AAMVA DOES NOT issue MCO/MSO’s for vehicles already manufactured. Once a vehicle has been issued a state or jurisdiction title, the MCO/MSO is no longer available."

I understand what you are trying to do, but I think you are either receiving bad information or do not understand how it works, if some dealers hold on to them, that is on them.
The difference between the vehicle being leased or sold has nothing to do with the vehicle being issued a state certificate of title, it's not like a leased vehicle doesn't get a state issued certificate of title, the dealership, when leasing a vehicle, must title the vehicle in their name as the Lessor to be able to register the registration in either their name or the Lessees name, so either way, leased or purchased, the vehicle will have a state issued certificate of title from the first operator.
