It's illegal per 13 CCR § 170.04. Subsection (a) ¶ (1) states "The statement of facts shall indicate that the plates are a gift to the registered owner or lessee of the vehicle to which the plates will be assigned and that no money changed hands." Emphasis added.

 

The only source I could find supporting that was text that was over 20 years old on a website that only worked with Mozilla for Environmental plates only:

The prevalence of CA plates for sale on eBay, the previously mentioned website and a quick search came up with this answer from NSXprime from 8/10: "I've asked the DMV this question and their answer was: It is not illegal to sell plates and they have no control over people selling/buying license plates. "

 

I believe that is the case...the DMV website states that personalized plates are the property of the plate holder

 

i will pay $50 for these....and what do they mean?
