Fully street legal and registered. This is not the cheap one you see on the Internet - heavier duty construction including cross braces on front (see pics) and larger 12” wheels. Carried 4 wheels, full floor jack, jack stands and more without a problem. Only used a couple of seasons (I moved up to full car trailer).
