It's not clear on their website what exact specs on this cover are. Does it have a softer inside layer?

Good question John, the entire cover is made of Nextec, which is a weather proof outerwear material but is still relatively soft. It doesn't have the 'plush' feel since that type of fabric would hold moisture instead of repelling it.
