I believe with the Enthusiast version, which is the one limited to 3 VINs, that you can call Durametric and have them remove used VINs if you don't plan to use it with those cars again, like if you're the new owner of it.

Is this the version that I can enable/disable fans, drl function, seatbelt warnings, etc?

Honestly not sure. It's the 3 vin version they sell on their site. I used it on my 996 turbo and 986 s. Mostly for data logging. Sold my 996 and right about to get rid of the 986.

Sadly bowing out of the Porsche game for a while.

You need the Professional version on order to be able to do Coding and that version has an unlimited number of VINs, so that's not the version you're looking for.

Well I guess if I can just read codes, reset them, diagnose with it I can use the enthusiast version. A plus would be if I can activate the fans or see their speeds that would work, So if anyone has one I'm still looking for an enthusiast version.
