2005 Continental GT

Good afternoon. I've owned my CGT for about 3 years now. I've never used the windshield washer before. When I switch it on, there's a puddle of fluid under the car and not even a drop is sprayed on the windshield. The lights actually does get washed though. Anyone experience this before? Any help or direction would be greatly appreciated. The reservoir seems to not to be leaking.

The tank is in the passenger front fender. The line runs straight up into the cowl and is attached to the hood hinge. The line does tend the break at the hinge and spray into the cowl thus leaking onto the floor. These cars also have a huge issue with the pump screen clogging with alge. For this the tank will need removed and cleaned.

Thank you for your response. I will start will the cowl/hinge area first.
