Normal brakes (there is not ceramic option), manual transmission (no DCT for the test), Michelin PS2 tyres (not as sticky as the Cup tires the Porsche used)
Do you have more info for a time of the Porsche with normal street tyres ? I guess around 7:55
Or a time for the M3 with DCT ? I guess around 8:00

The tires used for the M3 in that test were the Michelin Pilot Sport Cup+, which has a more aggressive, performance-oriented tread pattern than the PS2. From what I've seen, this is not as aggressive a dry-weather tire as normal Cup tires, but should offer meaningful benefit over PS2's.
Speculation is speculation.
You need the same driver running both cars in the same conditions with the same tires.
Rohrl did that 997S time on an R compound, the M3 time is a magazine time I believe.
I don't believe the DCT M3 on R compounds is going to be slower than the E46 CSL that ran 7:50.

Sport Auto also reported a 7:50 lap for the 997 w/PDK on ceramics and normal Sport Cups.
