Too bad $$ are a factor. I believe (having had one on my 2000S DD) that a roll cage would help the most. The change in fore-aft and roll stiffness is huge and serves to greatly improve maintaining the location of the various suspension components and geometries. I happen to have JIC coilovers and did not need a sway bar "upgrade" to have what many that have driven it describe as a perfect handling car (also born out by the same temp readings across the tire width on all 4 tires). I think weight reduction and distribution also plays a significant role in improving handling. My buggy weighs 2700 lb and has a 49.9/50.1 front/rear distribution along with near zero corner weight difference.

One low cost thing you might try is the bar that a lot of people are using that connects the lower points of the rear shock towers. This beefs up the structure that the triangular plate provides and helps prevent inward movement of the lower suspension point.

I second that. I have the lower stress bar on my car, and I noticed a difference in the handling.
