I have had the same problem. I didn't have front plates on my car for 6 months. I got one ticket over-night and was stopped at the Queens Midtown Tunnel in Manhattan but no ticket.

My solution was simple...

VELCRO.

Since my car is black, the velcro doesn't show well when the plate isn't on.

Also, no over-sized bracket surrounding it, ruining the lines of the car. It works perfectly and I am so glad I did it. It's very strong velcro. You can't just pull it off. You really have to peel it off.

I can take pics if you want

So you take it off and on when you think there's a threat?

No, I leave it on all the time, and just take it off when I auto-x or something.

If for some reason I want to show off and don't want it on, I just keep it off and if I get stopped, I plan to tell the officer I simply forgot to put it back on after autocrossing.

There's not really anything they can do if I just put it back on. Even if they ticketed me, I could just tell the court it's on and show pics. No harm done.

Why don't you just order the tow hook plate bracket for next day delivery? This should cost less than the fine of the ticket.
