I'd use Tunerworks down in Calgary, but if you're stuck on E-town installs, you could also call Audio FX and see if Darcy still works there. If he does, I know he's good.
Laser 'jammers' are, like 3.0s flat says, not 'illegal', as for the radar jammers, well, you pays your money, you takes your chances.
