Porsche might have made those for their new markets that don't have the roads to allow for big wheels and small profile tires. ??

Maybe he needs to install snow tires? Also, I don't think there are all season tires for 21" yet. Maybe he wants all season? If you've lived in an area that snows, this is one of the possibilities.

Those might just be on there for transporting so the 21's don't get messed up.
