Headlight washer question

Hi guys,

How do the headlight washer work?
Is it suppose to go on every time i pull the wiper wand and wash the windshield?
Now it seems to go on every other time or so.

I understand, but still it does not wash the lights everytime, just perhaps every 4-5 time.
