Found "Block heater" wire problem

While changing my oil this past weekend, I found an electrical plug in the passenger radiator vent. After plugging it in the engine did warm up but had a slight smell, not electrical but burnt fabric. Plugged it in two nights ago and it did nothing.

"I park the car outside so, if it started on fire the house would have been fine."

Is this standard equipment for the Cayenne S? How could I diagnose the problem?

Does it go to an oil pan heater? AFAIK there is no block heater available for the Cayenne. With an oil pan heater a burning smell usually means that there isn't full contact btwn the heater and the oil pan. Can definitely catch on fire. On the V8 there is very little in the way of a flat spot so only a small one will fit.

I did notice a yellow pad on the oil pan. I guess oil heater didn't click in my mind for some reason. This is starting to make more sense now.

I think you may have ruined my high hopes of having a block heater on my car.

There is nothing like waking up in the morning and having warm oil in my car. Can someone help me understand this option? This is a production car in 2006. Wait, Just looked at my radio, I may be wrong.
