I saw that one, but isn't the one that mounts to the bumper? How does it mount to the grill? Are there fasteners with the kit or did you apply some sort of klugy solution?

Neverthless, that may be the right answer for me.

 

See the four round plastic pieces in the picture? Those actually go behind the grill and lock the license holder securely. You can also remove if needed. It's a very good application.
