Found that on ebay. Looks like the dashboard caught on fire!! Question is, how could this have happened and does this happen often??

I have a question: what is that Salvage/Flood title ? i saw many websites from US selling Salvaged/Flood/Rebuildable vehicles for some very good prices, with the description: "runs great". Most of them have some very low damage especialy the flooded ones. What happens if you buy one of these ?

It's a special discount for special people.
Well, no matter what happens try not to get that.
Unless you have lot of funds where you don't know where to spend.

I cant get that even if I want , i dont live in the US. Anyways i was hoping to a more detailed explanation. Most of them are EXPORT ONLY cars , why that ? they arent safe anymore on the road and cant be registered again in US ?
