i have a sports 21inch.. and i've noticed those weight thingy they add for wheel balance
from the day of my cars delivery and was wondering if this is normal???
isn't wheels suppose to be perfectly balanced when made to product??

it does annoy this vibrating stuff.
The wheel can be perfectly balanced but the tire is never perfect hence the need for weights. There should be no vibration at any speed so complain until you get resolution. Try for a road force variant speed balance to check for and compensate for tire irregularities. That should show of the tire has a flt spot.
