Cold weather = no radio or seat heaters?

Hi, all. I have a weird problem with my 2008 Cayenne Turbo in that when it's really cold outside, like in the single digits (Fahrenheit) or colder, the seat heaters don't work and the radio ramps up the volume to ear-splitting levels and I have to turn it off and it doesn't come on again until it warms up inside. Both the radio and seat heaters will start working normally again once the cabin temperature is warm, but that first half an hour or hour is a drag. Have any of you experienced that? It sounds like a wire somewhere is contracting when it's really cold out. Any temperatures in the teens or above and everything works perfectly. Thanks for the help!
