I clay anytime you polish and wax. It's an insurance policy that takes little time but yield great dividends.
A good way to know if you need to clay the car is to test the surface.
After you finish with a wash, while the car is wet or dry, put on a latex glove and run your hand over the paint surface. The latex glove with hell to accentuate any bonded contaminants. Run your hand over the surface and if it doesn't feel like silk, if you feel any small bumps over the surface then you wouldn't be wasting your time claying it.
