As has been mentioned already, a $500 fine is hardly a deterrent to anyone with a net worth of $22m (demonstrated quite clearly that the offender in this case was a repeat offender), and I think it'd be far more motivating NOT to speed if the possible consequence was a fine of a quarter of a million dollars.
That being said, this was a special case, and a fine amount which was influenced by the offenders' driving history.
Someone suggested on the previous page that a minimum fine be set (I agree; it's not fair that those who are on welfare get to speed free of charge), but I feel that the maximum fine shouldn't be capped, and should be a percentage of the total net worth of the individual in question.

Perhaps they should do this at restraunts as well? instead of tipping vs the bill the tip relative to your wealth.

Provided the money garnered from a means tested fine scheme is used in a worthwhile manner (driver education and training, improvement to roads and freeways etc), I don't object.
What's the motivation to earn money?

Lets get to the Obama attacks.... I joke about him in August and some A$$ on here leaves me bad feedback. I guess I just saw what an joke he was early on I am glad my sentiment is now in the majority... Don't laugh about a ticket being based on what you make I am sure some idiot in government might just try it. Hey, there is a tire tax, a cosmetic dentistry and medicine tax anything is possible!!

It looks like you're having problems understanding what he wrote.
He wrote that a fixed percentage rate of fines was equally effective; he mentioned nothing of a standard flat amount. You surmised that incorrectly based on how you read his comments.
