Are you saying yellow headlights are legal? Or that yellow foglights are legal? AFAIK, it's illegal to have yellow headlights anywhere in the US. It's important to distinguish between bulbs and covers too. Colored or tinted covers on headlights are a very different story than bulbs and are illegal everywhere that I know just as tinting your windshield (except for the top few inches) is illegal everywhere because it restricts your vision.
