Steps in Photoshop.
0. Make a new layer
1. Make like 5 white lines, then quadruple them so they become like 20 in a row.
2. Rotate them for different areas for the car (different areas, different layers)
3. Use filter/liquify to distort them for curved areas
4. Some need to be changed in perspective (image/perspective)
5. Lower down the opacity to around 10.
Voila!
