Euro 997 GT3 RS: 12.2 on the 1/4 mile with Race tires and PCCB .

US 996 GT3: 12.07 on the 1/4 mile with street tires and steel brakes.

Magazine times often cannot be compared to each other due to different track temperatures, surfaces, etc. What you pointed out is interesting nevertheless. Perhaps the Michelin Cup Tires weren't operating at their optimum temperature?
