ATTN: MODS--cant respond to posts or PM others

I'm not sure what is going on, but all of a sudden I cant post a reply or PM anyone. I have been able to before, so not quite sure what is going on. This is quite frustrating!

new users with very few posts can't PM or respond to threads for a little while. don't worry, you're not the only one
