it's an English plate I know that much... I figure that heat shield is there to protect the bumper but other than that...

I found out, the car was on a track that it was too loud for, and that contraption is used to silence it.

This is also done at Laguna Seca because the sound meter is on the right side of the track.

Picture is taken at Goodwood circuit, where the noise limits are very low. I guess that is just bolted on for the day to pass the noise limit, then removed again for road-use.

Sadly many UK tracks suffer from similar levels of noise restrictions.
