Question Need Help Designing a Site

OK, I really need the low down here on this guys. I'm interested in designing a site that would for the most part (at least in the beginning) start out as a static site with about 5 - 10 pages max; but in the future I may expand (most likely will expand) to a more dynamic site with VBulletin on it. There are so many choices out there like (godaddy.com, register.com - actually these are the only two that I know) with so many different options, so here's my plans and questions:

1.) Who is the best registrar for the buck (godaddy, register, someone else????)?
2.) What would you recommend as the right package to start out (just buy the domain name, one static page of about 1GB and one email OR do the monthly packages to start out?)?
3.) Does anyone know some reputable web developers out there who will not charge and arm and a leg (looking for folks maybe in Nepal/India/Eastern Europe who can do this at a decent price - I prefer folks you have dealt with in the past).
4.) Where can I get some great images (if I decide to go the route of DIY on the site - TO BEGIN OF COURSE?

1) i use godaddy for almost all my domains and its been flawless. tried 1and1.com or something and its not as user friendly.
2) i would do monthly packages. depending on how serious you are with this you can find deals from $10/year to $10/month. a company ive always wanted to try is aptohosting.com they seem very business oriented. theyre on another forum i go to. im actually going to be signing up with them soon for a project i have going on.
3) theres a few websites out there where you can talk to a website developer and have them design it. i cant remember them at the moment. but heres one i think http://www.rentacoder.com/

I use hostgator and have never had an issue. I've heard issues with godaddy.com.
