I suspect it is part of the momentum towards building a DNA library for law enforcement. The timing coincides well with the recent Supreme Court case:

June 6, 2013
"This week the Supreme Court decided that it is not a violation of the 4th Amendment for law enforcement to take a DNA sample from people who are arrested."

Incidentally, I agree with Justice Scalia on this one:
But the Fourth Amendment forbids searches without reasonable suspicion to gather evidence about an unrelated crime, he said, a point the majority did not dispute. “Make no mistake about it: because of today’s decision, your DNA can be taken and entered into a national database if you are ever arrested, rightly or wrongly, and for whatever reason,” Justice Scalia said from the bench.

I wouldn't relish the idea of cops coming knocking on my door for some cold case that a computer DNA test tells them that I committed due to a program error. Sure I would eventually be cleared, but at what cost to my personal life not to mention the time in a prison cell; no thanks.

I actually thought this would just see a rise in token arrests, I didn't even consider that people would freely give away their 4th amendment rights.

 

Too many people don't have the foresight to realize what they're giving up. Heck, it seems the majority of the politicians in office don't realize there I a bill of rights at all!

 

Boy aren't these the truth. I think Franklin said it best " Those who would give up essential liberty to purchase a little safety, deserve neither liberty nor safety." Far to many people are too shortsighted to see a lot of what's occurring.
