Rash on all four gembella wheels. They are black with chrome lip. All the damage is on the lip. Can this be fixed, and if so, where?

Chrome will take some works and it will depend on where you have it repaired; I had paid $100/wheel from a shop in L.A. And paid more when I had my wheels powder coated and had chrome repaired (on one wheel). The chrome repair costed more than the powder coat (per wheel).
