Others will chime in with much more experience than me. From my research and personal experience.
1. Tune
2. Race Gas or Higher Octane (if in a low octane state)
2. Exhaust, air filter
3. Decat (personally, I have not do yet as I have a Cab)
4. IC's
5. Headers
6. Y-pipe, plenum
7. Turbos
8. Meth
My personal sequence.
1. Exhaust, air filter, headers, IC's (all installed at same time).
2. Installed my tune about 1 month later.
3. Got race gas to add additional octane (I live in a 91 octane state)
Many will do items in different orders and some will do multiple upgrades at once, etc.
There are tons of threads on here with enough info to make ones head spin.
Good luck and be sure to report back.

Thank you all for your advice
Now I have panamera TT
supersprint full exhaust from all the way from the engine, modified ARD 22t turbos, modified Garret intercoolers, agency power valves, BMC air filter etc
I was wondering if you guys tell me which set ups do you think give the most power such as kline headers or GMG headers etc;
I need your experience, for example mine with panamera was that Agency power headers and exhaust are always 60mm which is less then FVD (70-76mm) or Supersprint (70mm)

Like the others said, call Sam. There's a LOT of proven cars on here now with Sam's setups. There are others out there too for sure, but if you want to take parts out of a box, bolt them on and have a permanent grin, the By Design setup is hard to beat. It will make the car fast and have a safe tune.

Hello,
Depends on how much power you want, there are many things can be done.
We have currently the quickest VTG powered and Garrett based turbo powered 991's in the world.
VTG package ran 9,51 @ 145mph in 1/4 mile,
Garrett based turbo kit ran 9,39 @ 145mph.
The best start would be a catless exhaust, tune and air filter. If you have the budget, you can also go for water/meth kit, plenum and ypipe.
That would be a complete different car
Let me know if you have any questions.
