So, if you install without the console switch is it always 'on' full loud?
I don't know, I would talk to one of the Techs at your dealer. For resale (among other things) I would have the switch installed.

The parts are:

99104420004 $3129.32, discounted 15%

99161395903-dmL $198.61

Total for parts: $2858.53
Labor: $700 or so.

total $3600 or so....I will have an early air filter service performed so that the cost of that procedure will be limited to the parts used.

Because the system is "switchable" it should be installed with the $198 switch. The car's computer systems also needs to be programmed to recognize the PSE.

...a service manager from another dealership told me $4300 ($1200 in labor) because the front seats had to be removed..and the wiring had to be "done".... frankly, I don't know in what galaxy some of these guys are living.

I believe Suncoast sells the PSE for the Carrera S for $2,495, which is a nice discount.

Yes, there are additional parts that have to go on the 911, the 911S already has them from the factory.
