How to pull out the headlamp washer caps?

Folks,
I plan to plasti dip the chrome headlamp washer caps, how do I pull them out? I tried just pulling it but no avail, though I didn't use too much force neither. So, how do I take the caps off? TIA.

According to Suncoast, which sells paintable caps, you may need to remove the bumper in order to remove. I like your idea of plasti dip. In lieu of removing cap, can't you spray pasti dip, making sure your cover the nozzle so as not to clog and cover the car completely to avoid any overspray. Just a thought.
