If you really bought 65%, picture 3 might support that.
Find out who can inspect the car and tell them you corrected it to legal 70%.
(Say the shop installed the wrong shade originally and they corrected it to 75 for you and they wanted you to confirm if it is fine fine now and offered to re-do it again in 80 if it still does not pass.)
Let the inspector take a look and if they are judging by eye they might just sign it off for you.
If necessary, try some different inspectors and you may succeed on this.
First double check your paperwork from the tint shop and confirm if they installed 65 or 35 so you don't chase a dead end.

Hopefully we can shed light into how window film is classified:
1. Industry standard for window tint is based on visible light transmission (VLT) - this means the higher the percentage the lighter the film.
2. For comparison purposes, factory glass is typically 80%-85% depending on manufacturer (there is no 100% VLT glass as all tempered glass have a shade to them naturally)
To the original poster, it would be a good idea to check with the window tint installer to see what percentage shade was installed as confirmation.
