Are you quite sure of this?
Are you basing this on his need for a tag of some sort to drive it home?

I've only ever paid my home State taxes every time I've bought out of State.
Temp tags were used in both cases to drive home.

I'm going to buy it cash. First time I've bought a car from an individual so not sure how it works when the car is still under lease and not owned free and clear.
