Unfortunately, I haven’t made any progress. I still need to go pay Wheel Enhancement a visit to see if they can solve the problem.
My guess is that my car hadn’t come equipped with PDLS and the black lights I purchased are. So, I need someone to program my car to support PDLS presumably with PIWIS.
If if anyone has any suggestions, I’m still open. Thanns.

You will need more hardware if you didn't have the option. See notes here.

Update: I was finally able to get the black headlights working on my car. The lights that I bought were PDLS and my car had not come equipped with this. Everything plugged in correctly, but I was getting an error message. I took my car in to House Motorsports in Pasadena, CA (no affiliation with them) for an annual service and asked them if they could check if the error code could be corrected using PIWIS. Thankfully, Alex was able to get it taken care of. They enabled PDLS and the error message was gone!
If you're having trouble, check if your car is spec'd with PDLS, and this might help solve the problem. You also have to have the right hardware to start with, which in my case I did. Good luck!

Since you know quite a bit about the lights/lighting, maybe you might know that U.S. bound 991s have handicapped PDLS+. Apparently in Europe the system allows for the strength and height of the beam to be dependent upon the speed your traveling. But in the US there is some arcane law that restricts high beams or something so the Porsche Dynamic Lighting System + is a bit of a minus in the US LOL.
There has to be a way to activate the Euro spec operation of the system. I wonder if its a PIWIS setting, or if there is different hardware (module) for the US?
Curious if you have any idea about this?

I have them on my new Targa GTS and I would be very surprised to see if the Euro lights are that much brighter, and if they were everyone would be flashing their high beams at us, which would suck.
