How to remove this piece?

Does anyone here on the forum have experience removing the white piece of plastic below the wind shield. I am assuming it's an antenna. I am planning to put on a decal/ stripe there.

I tried to pop it off, but no luck.

It's attached on pretty well. Any other tips?

I clearly recall someone posting a DIY for this a while ago (2014), but I cannot find it.
