Front blower won’t turn off even engine is off

I have an issue with blower. It just won’t shut off even engine is completely off. I waited good 10-15 mins after turn off and lock the car with remote but it won’t stop blowing.
I pulled A 1 fuse from left fuse box and A3 ( they are either a/c or blower fuses) from right fuse panel near kick panelss and it is still blowing so I pulled the negative terminal from battery.
Anyone has any ideas? Both heat and AC works but it won’t turn off, it does say OFF on display but it looks like it changes vent mode by itself and keep blowing.
BTW, my cooling fans are missing (underneath the spoiler) and currently not installed I don’t know if this caused it but I highly doubt it.

SoCal C2S is infamous around these parts
Blower Control Module.....had this happen about 3 months ago. I ended up disconnecting the battery and looked up the wiring diagram for the blower motor fuse. I think I remember being a yellow one located in the passenger side fuse box. I pulled it out and connected the battery and it didn’t turn on. A trip to the dealer and it was fixed the same day....under warranty. If not under warranty it was going to cost $1100!

Thanks for your input, I will look for the fuse. Just ordered a control module on line and hope it fix the issue. I did replace the same type of module on my e46 not too long ago and it took care of it. But it did have different symptoms

I pulled out few fuses but non of them work. Can you recall which number you pulled out the fuse from?

Thank you

Looks like it was Row A#3, 40A. Still have it marked inside the panel (passenger side footwell).
